A new neighbourhood influenced by biodiversity, economic impact, and landscape 

We were tasked with exploring a strategic land option for Land at Blackmore Farm and creating promotional materials for the Local Plan. The goal was to facilitate discussions on the site’s development potential and ensure its consideration as a housing option for the Wiltshire Core Strategy. 
Our engagement with the Local Plan spanned four years and included submissions at various stages of the LPA’s information-gathering program, as well as collaboration with the Neighbourhood Plan team. As a result, the site was successfully identified for housing growth in the draft Wiltshire Local Plan, with its status noted as an emerging draft allocation, pending the examination of the draft Core Strategy. 
 
Throughout the project's evolution, the proposals adapted to meet Natural England’s Bio-Diversity Net Gain requirements and addressed Wiltshire Council’s evolving expectations for the draft allocation in this location. In response to the emerging allocation, we prepared proposals for an initial outline planning application, incorporating public consultation, discussions with consultants, and engagement with the LPA. 
 
The proposals demonstrate that a high-quality, viable development can be achieved on this site. The development would blend new and existing green infrastructure into a mature and accessible vegetated setting for new homes. It would also include an employment site to create jobs for the local economy, a mixed-use community hub, a primary school at the heart of the neighbourhood, and 650 homes with a variety of sizes and tenures. Additionally, the plan integrates car-free cycle paths around the site and retains the existing PRoWs in situ, promoting green infrastructure and active travel connectivity.
