Securing a landmark permission 

Located on the northern edge of Bishop’s Cleeve, close to Cleeve Hill and the Cotswold Area of Outstanding Natural Beauty (AONB), this major urban extension comprises 450 new homes and a mixed-use community hub. 
Origin3 led the project strategy from the outset, navigating a complex planning landscape with a clear focus on strategic masterplanning, in-depth community engagement, and close negotiation with the local authority. 
 
The site was not allocated in the development plan at the time, making the application particularly sensitive and high-profile. O3 coordinated a robust and comprehensive outline planning application, which was ultimately considered through a Public Inquiry. In a landmark decision, the Planning Inspector allowed the appeal, and the Secretary of State formally endorsed the outcome in July 2012. This was a defining early test of the National Planning Policy Framework (NPPF), and the approval withstood a subsequent High Court legal challenge, confirming its legitimacy and setting an important national precedent for planning outside the development plan process. 
 
Following consent, Origin3 played a key role in the phased delivery of the scheme. We supported the disposal of serviced parcels to several national housebuilders and have continued to represent Linden Homes and the wider housebuilder consortium in securing detailed design approvals. Our work has also included the ongoing coordination and discharge of site-wide planning conditions, helping to ensure that the development progresses smoothly while maintaining the design integrity of the original vision.
